It seems like you could take Sequentially Shrinking Quota, but restore ballot weight on the basis of how many ballots positively score each candidate. That is, if we have a 2-winner example:
(1 million people each voting for different no-hope parties)
Nobody reaches the quota, but it’s the first seat, so there’s no reweighting that can be applied, and Party A wins, with all of their votes being spent. It’s then possible to say that since the most ballots scoring anyone currently is 15, less than the quota, that we should try restoring some ballots back into the election. If we make the new quota 15.5, then Party A will have 15.5 votes restored to them, which allows them to take the second seat.
