Voting in the Roman Republic

When all the people are gathered at one spot, does it matter whether the voting is by majority or utility? They can sort themselves out to figure out what compromises they are willing to make, and then vote for that as a majority, though not having utilitarian voting (like Approval or Score) would likely miss out on some compromise by way of the majority voting slowing things down too much for agreements to be found and implemented.
